What the heck is this thing?

This is dangerous! This design seemed to have been put in a pilot for City of Tempe along the Price Rd corridor, the frontage road for the Loop 101. The lane reconfiguration currently makes it real hard for people to turn left, if they are heading north on Price, as they have to constantly fight exiting freeway traffic to be able to get where they need to go.

Currently this is the only intersection with this “treatment”
